How long would it take to get oil from drilling offshore?

Bush's Department of Energy thinks it would take about 5 years. Does anyone have a credible source to the contrary? In the case of offshore drilling the Department of Energy also says ';Because oil prices are determined on the international market, however, any impact on average wellhead prices is expected to be insignificant. ';

About 5 years if the dems get out of the way and stop impeding progress and we get to build a couple of new refineries. The threat of us becoming energy independant will do more to lower the price of a gallon of gas than the actual oil will.
I would consider 3 to 5 years to be a good figure.
