How long would it take to get oil from drilling offshore?

Bush's Department of Energy thinks it would take about 5 years. Does anyone have a credible source to the contrary? In the case of offshore drilling the Department of Energy also says ';Because oil prices are determined on the international market, however, any impact on average wellhead prices is expected to be insignificant. ';

The Energy Information Administration says that once opened, leasing would not begin until 2012, production would not begin until 2017 and would not be of sufficient scale until 2030 to have any impact on the US oil or natural gas market. About 5 years if the dems get out of the way and stop impeding progress and we get to build a couple of new refineries. The threat of us becoming energy independant will do more to lower the price of a gallon of gas than the actual oil will.
I would consider 3 to 5 years to be a good figure.
