Actually Brazil was loaned the money, which they will pay back, with interest. On top of that their increased production will lower oil costs worldwide. Oil is a global commodity, its price does not change at a country's border.

The oil companies have plenty of options for offshore drilling, they are just too cheap to use those options. If Brazil was the best economic choice, then fine. We don't need to drill in protected areas here when there are plenty of other, less devastating options elsewhere.
