China drilling for Oil near Florida?

Environmentalists have been the driving force against drilling for oil in the US and they are the driving force that kept us from drilling in an area near Florida. Now, Cuba sold China the right to drill for oil there. China doesn't have an EPA and couldn't care less about the environment why is this not being covered on the news more? Who will take the blame when the Chinese mess up and kill all of the wildlife with an oil spill? Oh, and finally, why didn't the US government charge China for it, since it doesn't really belong to Cuba)China drilling for Oil near Florida?
